SBDM Council Policies:
Curriculum
Role of Principal
The principal is the instructional leader of the school. It is the principal’s responsibility to involve all teachers in curriculum development.
Committee Role
The purpose of the Owensboro Middle School Curriculum and Instructional Committee is to continually work toward alignment of curriculum and instruction, and to provide support to teachers in achieving “best practice” in their teaching methods.
Role of Council
The role of the Council in curriculum development is to hear reports from the Curriculum and Instructional Committee, make recommendations to the committee on curriculum issues, address concerns on curriculum issues, and take appropriate action.
Staff Assignment
Role of Principal
The principal shall be responsible for the assignment of instructional and non-instructional staff.
Role of Council
The role of the council in this area is indirect by choice; however, the Council may at any time take on a direct role as specified in KRS 160.345.
Student Assignment
Role of Principal
The principal shall implement a scheduling plan. The principal shall place students on teams based on academic performance, gender, special needs, and parent data sheets.

School Schedule
Role of Board of Education
The Owensboro Board of Education sets the annual calendar, beginning and ending times for each school, and bus transportation schedules.
Role of Council
The Council has the authority to adjust daily schedules within the framework of the annual calendar, daily schedules, and bus transportation schedules set by the Board. The Council may also request the Board to accommodate calendar changes in compliance with state requirements for instructional time, which would require adjustments to the district schedule. When making such request to the Board, the Council shall carefully weigh the expected instructional benefits to students against the potential impact on parents and community when adjustments are made to the annual calendar.
School Space Use
Role of Principal
The principal shall determine the use of school space during the school day including assignment of teachers to classrooms, use of auxiliary rooms and offices, and use of auditorium, cafeteria, and gymnasiums.
Role of Council
The role of the Council in this area is indirect by its choice; however, the Council may at any time take on a role as specified in KRS 160.345.
Instructional Practices
Role of Principal
The principal is the instructional leader of the school. It is the principal’s responsibility to establish guidelines for “best practice,” involve all teachers in the process of determining “best practice,” and maintain a close working relationship with all Council committees to ensure that decisions are being made which support the mission of OMS.
Role of Council
The Council shall review recommendations made by all Council Committees and approve proposals or return proposals to committee with recommendations for amendments.
Discipline and Classroom Management
Role of Safe Schools/Discipline Committee
The Safe Schools/Discipline Committee shall develop/review the OMS Code of Student Conduct and make recommendations for changes as necessary to the Council.
Role of Council
The Council shall review proposals of the Safe Schools/Discipline Committee and approve proposal or return it to committee with recommendations for amendments.
Extracurricular Programs
Role of Principal
The principal shall determine policies and procedures regarding extracurricular programs and will address any issues that arise in this area. The principal shall consult with the Athletic Director, where appropriate, before final decisions are made.
Role of Council
The Council shall review extracurricular programs as necessary and make recommendations as needed.
Standards Alignment, Technology Use, and Program Appraisal
Role of Principal
a. Alignment with State Standards: The principal shall work with the district Skills Continuum to ensure alignment with state curriculum standards.
b. Technology Utilization: The principal shall see that school resources are used effectively in the acquisition and installation of technology not funded by KETS, and that school employees receive appropriate training.
c. Program Appraisal: The principal shall involve all staff and the Council in the appraisal and effectiveness of the various educational programs in place at the school.
Role of Council
The role of the Council in these areas is to review proposals and approve or return with recommendations for amendments.
School Budget
Role of Principal
The principal and bookkeeper shall work together to draft the school budget. The principal shall report to the Council on the following occasions: when SBDM Allocation is received for upcoming school year and funds are allocated to each account, and when any major change is made to those allocations.

Council at any time may choose to take on a direct role as specified in KRS.345.
Consultation Policy
Procedures for Hiring Certified Personnel
Excluding Principals
Principal shall inform Superintendent/Designee to post the vacancy for no more than thirty days (30days).
Principal shall request applications from the Central Office.
The Principal may recommend a selective committee, which may include, but not be limited to, a representative from the area most closely associated with the vacated position. The Principal shall serve as chair of the committee.
The Principal (or designee) will screen applications and check references. The Principal (or designee) and selection committee will conduct interviews. In emergency* situations, minority availability, or shortage area, the selection committee procedure may be waived.
The Principal will report selection recommendation to the SBDM Council for consultation at a council meeting (regular or called meeting with at least a quorum of the council). In emergency* situations consultation may be conducted by phone.
The Principal will make the final decisions concerning personnel and report to the Superintendent/Designee the selected personnel for the position.
Emergency shall be defined as the need to employ a person at a time when council members are not available to consult with the principal in a timely manner, and when immediate commitment is needed in order to assure the employment of a top candidate.
Owensboro Middle School Writing Policy
Owensboro Middle School North’s writing program shall:
- Provide regular and developmentally appropriate opportunities for students to write arguments, informative/explanatory texts, and narrative texts, as well as write to learn, write to demonstrate learning, and write for publication
- be horizontally and vertically aligned to support student mastery of the Kentucky Academic Standards
Teachers across the curriculum will:
- Provide high quality and meaningful instruction in writing as part of literacy instruction.
- Utilize 21st century technologies in support of teaching communications and writing standards.
- Strive to actively engage students in using communication skills regularly in every class, in every grade, and in every content area.
- Use multiple forms of assessment as appropriate for learning goals (formative assessment, summative assessment, student self-assessment, peer assessment, and reflection).
- Provide students with regular feedback about their writing during the writing process (i.e., descriptive feedback, conferencing, rubrics), as well as having students self-assess through reflective thinking.
- Participate in ongoing formative analysis of student writing, which shall be used to inform both classroom and whole school instruction.
ELA CLASSES
Minimum of one LDC and/or one On-Demand writing piece per quarter, per class. Must include a variety of narrative, informational, and argumentative writing.
SOCIAL STUDIES/SCIENCE CLASSES
Minimum of one LDC and/or one On-Demand writing piece per semester, per class.
MATH
Minimum of one writing to learn and one writing to demonstrate learning piece per quarter, per class.
